The Country Development Program (CDP) is Engrid Global Foundation’s (EGF) flagship service designed to work directly with national governments to accelerate long-term, inclusive, and sustainable development. Through this initiative, EGF facilitates large-scale investment, execution expertise, and policy advisory through a dedicated institutional platform known as the Country Development Council (CDC).

Introducing CDC – Centre for Transforming Nations
The Country Development Council (CDC) is a high-level institutional body established in collaboration with EGF to serve as the strategic think tank of the government, offering directional, technical, and policy inputs. The CDC becomes the nucleus for national planning and intergovernmental coordination, aligning central ministries, regional councils, and state governments under a unified development agenda.
CDC's formation represents a paradigm shift from traditional administrative structures by fostering cooperative federalism and enabling governments to design and implement mission-critical projects that reflect both national and local priorities.

Objectives of CDC
1.    Create a unified vision of national development priorities across regions and sectors.
2.    Aggregate grassroots-level development plans into scalable national strategies.
3.    Align national security considerations with economic planning.
4.    Ensure equitable inclusion of vulnerable populations in development initiatives.
5.    Promote a knowledge, innovation, and entrepreneurial ecosystem.
6.    Monitor and evaluate project execution for efficiency and impact.
7.    Mobilize resources and partnerships to strengthen delivery outcomes.
8.    Act as the core implementation platform for national reform and growth.

EGF’s Role in CDP and CDC
EGF functions as the Strategic Investment and Knowledge Partner to CDC, providing comprehensive support across financial, technical, and operational domains. Through its project execution network, EGF helps governments plan, finance, and implement development programs under BOOT (Build-Own-Operate-Transfer) or contractual models—without burdening the public treasury.
EGF contributes to CDC under four key pillars:

How Countries Can Participate
National governments may approach EGF to initiate a Country Development Program by nominating a Public Sector Undertaking (PSU) or an authorized government agency to represent their development objectives. To qualify, the nominated entity must secure a Reserve Fund equivalent to 50% of the proposed project capital, held under a risk-free structure in a top-tier national or international bank.
Accepted Reserve Fund Assets Include:
•    Cash or cash equivalents
•    Bullion
•    Sovereign or corporate bonds
•    Certified real assets (e.g., land, infrastructure)
•    Mine holdings
•    Insurance-backed guarantees
•    Other internationally recognized, compliant financial instruments
•    Oil and Gas Reserve Blocks
Once qualified, EGF assumes responsibility for funding syndication, technical planning, and full-scale project implementation in alignment with national priorities.
